Why is LERA described as a Judgment–Governance Architecture rather than just a judgment framework?

Because judgment alone is not enough. A system may form a judgment, but execution still requires governance: authority, responsibility, rules, permission, escalation, and stop / continue decisions.

LERA is powerful because it does not leave judgment floating as an opinion or recommendation. It connects judgment to execution governance.
