LERA does not require one universal engineering implementation because it distinguishes control logic from engineering form. Finance, robotics, brain-computer interfaces, energy systems, critical infrastructure, and deep-space systems cannot use identical hardware, software, response times, legal procedures, or institutional authorities.
But those differences do not remove the same underlying requirement: machine-generated action must not become execution merely because a system can produce it. Across domains, the action must remain a governed proposal until judgment, authority, responsibility, reliability rules, and execution eligibility have been established.
The engineering forms may vary. The control logic remains the same.
The universal part is the control logic; the variable part is domain implementation.
